A presentation by Tony Burton of Civic Voice to the Farnborough Society in April was the catalyst for three local civic societies to join forces to hold a series of three seminars for members of the public interested in knowing more about the planning process and how to best engage in the public participation increasingly encouraged by legislation.

The seminars were the brainchild of the Yateley Society due to concerns over the need to engage more people in planning policy and development control issues. It was felt that there were citizens who were reluctant to become involved in planning issues because they lacked experience and/or knowledge. The idea became a reality when informal discussions took place with Farnborough and Fleet & Church Crookham societies at the Civic Voice event. Planning throughout the summer months culminated in the staging of three seminars. Roger Durdle, Secretary of the Yateley Society, said “We could not have put these events on without the invaluable input from our neighbouring societies and this coming together to share ideas and resources was really beneficial and laid the foundations for future co-operations.”

These seminars, held in November, covered the fundamentals of planning, heritage & conservation, and practical advice on challenging planning proposals.

On the first evening Jane Terry and Nicolette Pike from the respected local planning consultancy Bell Cornwell explained the fundamentals of the planning system.

On the second evening David Brock from English Heritage in Guildford explained how ‘heritage assets’ are protected and how local people can participate. He was followed by Dr Graham Rood, the Secretary of Farnborough Air Sciences Trust, who explained how this has achieved the preservation of Farnborough’s unique aeronautical heritage.

On the third evening Phill Gower, Co-chairman of Fleet & Church Crookham Society and local County Councillor David Simpson talked about how local groups like civic societies, can participate effectively, and how best to communicate with elected representatives and council officers about planning issues.

Co-chairman of the Fleet & Church Crookham Society Gillian Wain, said, “The decisions made about planning & development affect communities for decades if not centuries. There are so many changes afoot, with the new Localism Act and the Government’s draft National Planning Policy Framework. This was an opportunity for people to find out more about the planning process and how they can influence the decisions made.”

The seminars were well attended by over 40 people. Chairman of the Yateley Society, Roger Coombes, said, “The seminars have been a great success and we have received many comments of appreciation and requests to follow up with further seminars next year”. Secretary of the Farnborough Society, Barbara Hurst, added, “Attendees filled in feedback forms and we received many comments saying that the seminars had ‘demystified’ the topic and given them a good understanding of planning policy & legislation and the changes taking place.”

Draft Hampshire Minerals and Waste Plan

for comments on ‘soundness’

7th November – 19th December 2011

Hampshire County Council – in partnership with Southampton and Portsmouth City Councils and the New Forest and South Downs National Park Authorities – is responsible for planning for minerals and waste development in Hampshire.

As part of the next stage of the plan preparation process, they are now seeking comments regarding the ‘soundness’ of the Plan. Following this, the Plan will be submitted to the Secretary of State, then examined by an independent Planning Inspector at a Public Examination, who will recommend whether it is ‘sound’ and can therefore proceed to the next stage – adoption of the Plan.

Please find below details of forthcoming CPRE visits and events.

- Bowman’s Brewery Tour in Droxford on Tuesday 11th October, 7pm, followed by optional supper

Under the theme of ‘understanding rural business’ we have organised a trip to a Hampshire Brewery in Droxford in the Meon Valley.  Bowman Ales is a micro-brewery based near Droxford in Hampshire, producing award winning real ales such as Swift One and Wallops Wood. The tour will begin with a short talk on the history of the business, followed by a guide of the operations and explanation of the brewing process. There will then be an opportunity to sample (and purchase) some of the wonderful ales produced at the brewery. There is also the opportunity to have supper at the local White Lion Pub in Soberton.  People wishing to have supper can pay on the evening, but if you intend to eat please let us know so that we can inform the pub of numbers.

 

- Autumn Supper – Wednesday 2nd November at Brown Candover Village Hall.

A talk will be given by the former Director of Kew Gardens, Professor Sir Ghillean Prance FRF, VMH.

Wine and canapés will be served on arrival, followed by a talk, and then supper and coffee.  Wine to accompany supper will be available at moderate cost.  Tickets – £25.00 per person. Our speaker will be Professor Sir Ghillean Prance who will talk on how the “Botanic Gardens turn their missions towards conservation and sustainability” and will also show us his slides. Places will be allocated on a first-come, first-served basis and early booking is advisable.  Do come and join us, and bring your friends, to what will be a fascinating and enjoyable evening.

 

Quiz Night at East Meon Village Hall – Friday 4th November – 7pm

Following the great success of last year’s event, the South Downs and Central Group of CPRE Hampshire invites you to an evening of entertainment with top quality London Quizmaster Richard Hilliard. Please bring your own supper for the interval. a complimentary drink on arrival. Wine will be available for donations at the Bar and there will be a raffle. 7pm drinks, 7.30pm Quiz starts. Tickets £15 each or £120 for a table of 8
